शब्दकोश दुनिया में काफी समय से प्रचलित हैं परन्तु ‘शिक्षाथी’ (Learner's) श्रेणी के शब्दकोश की परिकल्पना नई है और थेसारस या समान्तर कोश की भांति ये एक बिलकुल भिन्न उद्देश्य की पूर्ति करते हैं। ये शब्दकोश किसी भाषा को सीखने वाले व्यक्तियों को सभी आवश्यकताओं की पूर्ति करते हैं, और शब्द की उत्पत्ति, उच्चारण, व्याकरण तथा अर्थों के साथ-साथ उस शब्द की वाक्य-रचना तथा प्रयोगों पर विशेष रूप से विस्तृत प्रकाश डालते हैं। इस परम्परा की शुरुआत जापान में अंग्रेज़ी पढ़ाने वाले कुछ अध्यापकों के अनुभवों के आधार पर सर्वप्रथम ऑक्सफोर्ड यूनिवर्सिटी प्रेस द्वारा की गई थी। इन्हें बहुत उपयोगी माना गया और इन्हीं से प्रेरित होकर प्रसिद्ध कोशकार डॉ. हरदेव बाहरी ने पहली बार भारत में दो भाषाओं का ‘शिक्षार्थी हिन्दी-अंग्रेज़ी शब्दकोश’ 1982 में तैयार किया जिसे राजपाल एण्ड सन्ज़ ने छापा। इसे पाठकों और सभी विद्वानों ने बहुत उपयोगी पाया। इससे प्रोत्साहित होकर डॉ. बाहरी ने प्रस्तुत ‘शिक्षार्थी अंग्रेजी-हिन्दी शब्दकोश’ का लेखन-सम्पादन किया है। इस कोश के सम्बन्ध में उनका कहना है: ‘‘शिक्षार्थी कोश का उद्देश्य है-भाषा सिखा देना, और द्विभाषी शिक्षार्थी कोश अपने ऊपर और अधिक भार ले लेता है, दो भाषाएँ सिखा देने का अर्थात् वह उसे दो भाषाओं की बृहत् पाठ्यपुस्तक बना देता है, जो भाषाविज्ञान और शिक्षणशास्त्र द्वारा संपुष्ट आधारों पर प्रणीत होती है। वह शब्द के एक-एक अर्थ को लेकर उदाहरणों द्वारा पाठक के मन में बिठा देती है। जब तक उस शब्द को अन्य शब्दों अथवा/और पदबंधों तथा वाक्यों द्वारा प्रमाणित न कर दिया जाए, तब तक पाठक को विश्वास नहीं हो पाता कि यही अर्थ सचमुच सही है।...इस कोश में शब्द-संख्या ही नहीं, अर्थों की छटाएँ भी अधिक हैं। अनुभव भी अधिक प्रौढ़ हुआ है, साधन भी भरपूर जुटे हैं।’’
